California, Pennsylvania introduce fees on EVs for road funding

As electric vehicle (EV) adoption rises and gas tax revenues decline, both federal and state governments are exploring or implementing new fees to fund transportation infrastructure. California is considering replacing its gas tax with a mileage-based road charge, while also investing in EV charging infrastructure. At the federal level, House Republicans have proposed annual registration fees of $200 for EVs and $100 for hybrids to ensure all drivers contribute to the Highway Trust Fund, which faces a growing deficit due to reduced gas tax income. Pennsylvania has already implemented a yearly Road User Charge for EV and plug-in hybrid owners, replacing its previous alternative fuels tax and tying future fee increases to inflation. These efforts reflect a broader trend as lawmakers seek more sustainable, equitable funding methods for road maintenance in a changing vehicle landscape.
