DHS Probes California Immigrant Aid for Federal Fraud
The Department of Homeland Security has launched an investigation into California’s Cash Assistance Program for Immigrants (CAPI) over allegations that illegal immigrants may have unlawfully received federal Social Security benefits through the state-funded program. Homeland Security Investigations in Los Angeles issued a Title 8 subpoena to the Los Angeles County Department of Public Social Services, seeking records for all CAPI applicants since January 2021. Federal officials suspect some recipients may have improperly accessed federally funded benefits, despite CAPI being intended for non-citizens ineligible for Supplemental Security Income due to immigration status. The investigation follows an executive order from President Donald Trump directing agencies to prevent ineligible individuals from receiving Social Security Act funds and consider legal action against noncompliant states. DHS Secretary Kristi Noem criticized California politicians for prioritizing illegal immigrants and warned of broader enforcement efforts. California state officials have not publicly responded to the subpoenas.
